Egypt, France Sign Letters of Intent to Establish Two Applied Technology Schools

Egypt and France have expanded their cooperation in technical and vocational education by signing two Letters of Intent to establish two applied technology schools in Wardan, Giza, and Badr City. The agreements form part of a broader package of eight bilateral cooperation accords signed this week and build on more than two decades of partnership between Egypt and the French Development Agency (AFD), which has financed nearly €4 billion in development projects across transport, energy, water, infrastructure and human capital.

The initiative comes as Egypt accelerates investment in transport infrastructure, advanced manufacturing and logistics, increasing demand for highly skilled technical professionals trained under industry-led education models. The new schools are intended to help bridge the skills gap while supporting the country’s broader strategy to enhance industrial competitiveness and attract investment.

The first agreement was signed by Egypt’s Ministry of Education and Technical Education, the Ministry of Transport and the French Development Agency (AFD) to establish an applied technology school at the Wardan Institute. The school will train specialised technicians for the transport sector, combining academic education with practical instruction in railway operations, mobility services and logistics.

The second agreement was signed between the Ministry of Education and Technical Education, AFD and RATP Dev Mobility Cairo (RDMC) to establish an applied technology school in Badr City. It will specialise in the operation, maintenance and management of urban rail and smart mobility systems, supporting Egypt’s rapidly expanding metro, light rail and integrated public transport networks.

The project reflects a growing emphasis on industry-led education, with curricula developed in partnership with employers and international development institutions to improve graduates’ employability and align technical education with labour market requirements. By combining Egyptian public institutions, French development finance and private-sector operational expertise, the initiative aims to establish a workforce development model capable of strengthening Egypt’s industrial competitiveness, supporting infrastructure expansion and creating long-term employment opportunities.
