Talaat Moustafa Launches a $27bn Mega Smart City Project

Cairo — Talaat Moustafa Group has unveiled an ambitious mega-development project, “The Spine,” with total planned investments estimated at EGP 1.4 trillion ($27 billion), positioning it among the largest privately led projects with direct economic impact in Egypt.

The announcement was made during an official press conference attended by Mostafa Madbouly, senior government officials, and financial leaders, including representatives of the Central Bank of Egypt. According to company statements, the project is backed by a paid-in capital of approximately EGP 69 billion, with participation from the National Bank of Egypt.

As The Middle East Observer notes, the project is expected to contribute nearly 1% of Egypt’s GDP upon completion, while generating around 55,000 direct jobs and 100,000 indirect employment opportunities. It is also projected to deliver significant fiscal returns, with estimated tax revenues reaching approximately EGP 818 billion over its lifecycle.

According to Hisham Talaat Moustafa, the development goes beyond traditional real estate, representing a fully integrated economic model aimed at positioning Egypt as a destination for global corporations and international investment flows. The Middle East Observer understands that the project is designed to attract millions of visitors annually, supporting growth across tourism, services, and commercial sectors.

“The Spine” will feature approximately 165 mixed-use towers, including residential, commercial, and hospitality components, forming what developers describe as a “cognitive city” powered by artificial intelligence and smart management systems. The design incorporates advanced infrastructure, including a fully integrated underground logistics network, transforming the development into a dynamic, technology-driven urban ecosystem.

Sustainability is a core element of the project, with more than 70% of the space dedicated to green spaces and open areas, alongside initiatives aimed at reducing carbon emissions and enhancing environmental performance. The project will also integrate advanced healthcare services in partnership with global providers, supporting high-quality living standards.
