Communications and Investment Ministers sign protocol to expand Egypt’s technology export incentives

Cairo Egypt has stepped up efforts to position itself as a regional technology and semiconductor hub after Communications Minister Eng. Raafat Hindi and Investment and Foreign Trade Minister Dr Mohamed Farid witnessed the signing of a cooperation protocol between the Information Technology Industry Development Agency and the Export Development Fund to expand export incentives for advanced technology services.

The agreement will integrate electronics design, semiconductor services, embedded systems and mobile technology services into Egypt’s export development programme for seven years starting from fiscal year 2025/2026, allowing eligible companies to benefit from export rebates tied to annual export growth and employment levels.

The move forms part of broader government efforts to accelerate digital transformation, deepen high-value industrial activity and strengthen Egypt’s competitiveness in global technology supply chains.

During the meeting, the two ministers also reviewed progress on a unified digital investor-services platform linking multiple government entities to simplify licensing procedures, streamline regulatory processes and improve Egypt’s business environment through expanded digitisation.

Eng. Raafat Hindi said the inclusion of electronics and semiconductor design activities in the export support framework represents a strategic step toward strengthening Egypt’s advanced technology industries and supporting the objectives of the presidential “Egypt Manufactures Electronics” initiative.

Dr Mohamed Farid said the programme reflects the government’s wider strategy to attract investment into artificial intelligence, cloud computing, semiconductor industries and data infrastructure, while continuing efforts to improve regulatory flexibility and accelerate digital services for investors.

Under the agreement, ITIDA will oversee local and international promotion of the programme and provide technical support to participating companies, while a joint coordination committee will be formed with the Export Development Fund to supervise implementation.

According to ITIDA chief executive Ahmed El Zaher, Egypt’s advanced technology services sector now includes more than 86 companies operating in high-value electronics and design services, reinforcing the country’s growing role as a regional centre for technology development and engineering exports.
