The Ministry of Youth and Sports has announced the completion of contractual procedures for what it described as the largest investment project undertaken within the Cairo Stadium Authority, involving the construction of a commercial shopping mall and an attached multi-level parking facility inside the Cairo International Stadium complex.
According to an official statement, the project forms part of a broader strategy aimed at enhancing the investment efficiency and long-term financial sustainability of major state-owned sports facilities. The development will cover a total area of approximately 11,596 square meters and will be implemented under the supervision of the Engineering Authority of the Armed Forces.
The Ministry confirmed that a management and operation agreement has been signed with Recon Plaza for the commercial mall and the attached parking structure, both owned by the Cairo Stadium Authority. The contractual framework is reported to extend over a long-term period, with projected cumulative revenues exceeding EGP 25 billion across the agreement’s duration, according to local economic reporting. Initial annual returns are estimated at approximately EGP 300 million, subject to structured incremental increases over the contract term.
Officials stated that the initiative aligns with national directives to maximize the economic return of public assets and to introduce sustainable financial models for the management of sports infrastructure. The project is expected to diversify revenue streams for the Stadium Authority while supporting ongoing maintenance, modernization, and operational upgrades of the broader sports complex.
The Ministry emphasized that the development does not alter the primary sporting function of the stadium but rather seeks to complement it through integrated commercial services designed to enhance visitor experience and long-term asset utilization.
