In numbers: Why president El-Sisi?

A comprehensive national project to develop all sectors. Figures and statistics have revealed the size of the various national projects carried out by the armed forces as part of the comprehensive development plan launched by President Abdel-Fattah El-Sisi.

Over the past decades, these sectors have witnessed a clear decline, which have reflected negatively on the services provided to citizens, because of the lack of political will.

Development, services and entertainment projects have been completed. These achievements reflect the 30 June 2013 revolution in its fourth anniversary, after exposing the magnitude of the enormous challenges from the threat of security and stability through terrorism and extremism.

In order to fix the distortions that afflicted Egypt, the state was keen to invest in the development plan and restore its regional and international status.

Infrastructure and transport

The roads linking Cairo with Alexandria, Upper Egypt, Wadi El Gadid, Matrouh and South Sinai continue to be constructed and developed with a total length of 3360 km.

At the same time, complementary construction and assistance projects have been implemented. 135 motor bridges, bridge cranes, tunnels and many road diversions have been established in densely populated areas.

Long-distance trains have increased from 168 to 186; this includes the operation of 8 new air-conditioned trains within the total project of 212 air-conditioned vehicles. A contract is under way on 700 second and third grade railway vehicles to support the fleet of the Railways Authority.

To reduce accidents, 124 railway crossings have been developed and 14 bridges over railway stations have been constructed.

There have been renovations on 700 km of rail lines and a resumption of the transfer of goods from ports by the railway network after years of interruption.

15 trains in the first line have been renovated and 18 new trains have been introduced into the network.

Ports and trade

The port of Hurghada has been developed to accommodate 700,000 passengers per year instead of 250,000 passengers. The development of Safaga Maritime Port and Adabiya Port has been completed.

The development of the port of Nuweiba is being completed to accommodate one million and 700 thousand passengers annually.

Work has also been completed on the new berths for goods in Damietta port and the truck yard in East Said Port.

Work is under way in East Port Said to make it a storage industrial zone for the purposes of navigation and shipping. This is all part of the preparation of the infrastructure of the economic zone for the development of the Suez Canal axis.

Housing

President Abdel Fattah El-Sisi has set an ambitious plan to build one million housing units within five years as part of a policy aimed at providing adequate housing, complete with facilities for young people with low incomes.

In this regard, urban communities have been established with the necessary services and necessities of life such as, markets, schools and places of worship.

In the past two years, 148,000 social housing units have been established and 264,000 units are currently under construction.

46 random areas were developed in the governorates of Cairo and Giza through the Engineering Corps in the Armed Forces along with the development of 78 of the poorest villages in 26 governorates.

The establishment of the city of Majesty includes distinct residential complexes and a hospital, a university, a cultural centre and a marina for yachts and is a unique international centre with a wonderful view of the Gulf of Suez.

The new capital aims to create a large urban community that accommodates 5 million citizens and relieves the burden on Greater Cairo.

The project consists of residential complexes, the Presidential Palace, the Council of Ministers and the deputies, and the headquarters of 12 ministries, on an area of 1680 feddans.

Energy

In order to eliminate the crisis of shortage of electricity and obsolete energy sources, the government has allocated 515 billion pounds for the establishment of new stations.

A contract has been signed with Siemens for the construction of three power plants with a total capacity of 14400 MW, expected to enter the national network system by the end of 2018.

In addition to the establishment of a plant to produce wind turbines to generate 2000 MW wind power, with investments of $2 million; Agreements were signed with General Electric to transform the emergency plan units at West Assiut and West Damietta with a capacity of 750 megawatts.

A number of solar power projects with a total of 2105 MW are being implemented in Aswan and Minya regions.

59 new oil agreements were signed with a number of international companies with investments estimated at $13 billion along with eight agreements worth $1.2 billion to increase the production of crude oil and natural gas.

Egypt has signed a contract with Russia for the construction of the $25 billion Al-Dabaa nuclear power station, which will be paid over 30 years. Egypt is the first in the Middle East to own this type of advanced 3G plant. The plant includes 4 nuclear power reactors, each of which is 1200 megawatts.

After completion of the reactors in 2024, the plant will add 4800 MW of power to the national electricity grid, as well as thousands of work opportunities.

Dabaa city will also gain 1,500 Bedouin houses, 2050 housing units, schools, a 70-bed hospital with the nuclear plant project.

Agriculture

The government plans to rehabilitate and cultivate 1.5 million feddans in different governorates.

The project aims to create integrated agricultural communities, helping to alleviate the population density and to create tens of thousands of jobs.

The first phase is the reclamation and cultivation of eight areas with a total area of 500 thousand feddans in Farafra and some other areas in New Valley, Matrouh, Minya and Aswan. The second consists of nine other areas in those provinces with a total area of 490 thousand acres while phase three aims at five areas with a total area of 510 thousand acres.

The implementation of the project mainly depends on groundwater (80% of the irrigation needs, the rest of the land was treated with Nile water). Therefore 1000 wells, out of the total of 1312 planned, have been constructed using modern irrigation methods.

The project of reclamation and cultivation of 1.5 million feddans is the start of a giant project aimed to develop 4 million feddans and increase the urban area in Egypt by 5% by 2030.

The largest fish-farming project in the Middle East is being implemented through the development of the lakes of Al-Borlos, Qaroun, and the establishment of a fish farm with an area of 2575 feddans in Ghalion pond in Kafr El-Sheikh governorate as a first stage.

Some of the lake’s production has already been exported after the opening of the largest plant for packing, canning and keeping fish, according to international standards, east of al-Tafria on 19,000 feddans.

Health and social care

The state has passed the establishment of a number of medical institutions and specialised centres throughout the Republic in various fields to provide a medical service suitable for the Egyptian people.

In the field of hepatitis Antivirus (C virus), an urgent strategy was put in place to eradicate the virus within two years.

The State has funded the costs of treating all citizens who are unable to pay, with treatment within the health insurance programme, and encouraging the pharmaceutical companies to provide the alternative medicine. The cost of treatment is reduced from 20,000 pounds to 2,200 pounds.

The CCT Programme, launched in March 2015, aims to provide conditional cash assistance to 1.5 million of the poorest families, while raising the social solidarity pension to reach a budget of 2015-2016 billion and 600 million pounds.

Education

To address the problems accumulated over dozens of years; the state has begun to break into the problem of education and began to develop the educational policy, which includes the teachers, curriculum and educational buildings, including the adoption of new schools to reduce the intensity of classes.

The 96-feddan Al-Jazira Youth Centre was the best witness to the cultural renaissance of the needs of young people, where the preparation, administrative and technical numbers of the centre exceeded many similar international centres.

The Egyptian Knowledge Bank was established to build Egyptian minds and create cultural content and knowledge for family members who can search and know about the facts of things through the Internet. The presidential programme aims to rehabilitate 1000 young men and women annually. President Abdel Fattah El-Sisi is keen to follow up the results of the programme and meet with the youth in these sessions periodically to discuss their lives, Egypt and the world.

Corruption

The state has also taken many legal and regulatory measures to combat tax and customs evasion from previous eras, which has caused the loss of billions of pounds owed to the state by the financiers and dealers, and to increase the revenues of the state, which is the basis of exchange for the necessary and vital obligations towards citizens.

Telecommunications

The Ministry of Communications and Information Technology has implemented several projects and achievements during the reign of President Abdul Fattah El-Sisi. The sector achieved the highest 2016 growth rate in the country at 11.5% in Borg El Arab and Assiut, and the Ministry will open two new areas in Beni Suef and Sadat within two months.

The ministry aims to establish Knowledge City in the new administrative capital on an area of 301 feddans with advanced technology and to set up a giant data complex in the Borg El Arab Technological Zone.

The ministry is working on implementing the first phase of the Presidential initiative to train the pioneers of the future technology to build the capacity of 16,000 young people.

Food and commodities

The new subsidised bread system has been applied to all governorates. The system includes the strict disbursement of the owners of the municipal bakeries supported by the free price and the allocation of 150 loaves per citizen registered on the ration cards at the price of 5 piasters.

The successful implementation of the system has several advantages, namely reducing the limit of the annual waste of flour between 11 billion and 12 billion pounds per year and a decrease in wheat consumed by about 1 million and 900 thousand tons of wheat last year of which 1 million and 800 thousand tons were imported.

A sum of support has been provided for every citizen registered on the ration card, as the rationed goods have improved in quality and have increased to more than 40 goods available to citizens.

Also, there has been a provision of more than 75,000 new jobs due to the expansion of the activity of grocery stores and the operation of factories.

60 silos are being established to store the wheat. The new storage capacity is about 2 million and 780 thousand tons of wheat, as well as a number of silos and storage kiosks to be established at the grain logistics centre. Damietta governorate has achieved a new increase in storage capacity of about 7 million tons.

The national project for the preservation of wheat, which is followed by the Egyptian Holding Company for silos and storage, includes the establishment of 25 silos with a capacity of 30 thousand tons. They provide a total capacity of 750 thousand tons, and the second phase of the national silos project to be implemented will include a further 25 silos with a total capacity one and a half million Tons.

709 land plots have been introduced to establish commercial chains and commercial and logistic areas in order to provide food commodities to Egyptian families at reduced prices and to provide thousands of job opportunities.

Unemployment

According to the latest statistics of the Central Agency for Public Mobilisation and Statistics on unemployment, the unemployment rate fell by 0.4% in the first quarter of this year compared to 2016, and 0.7% compared to the same period in 2015

The labour force was estimated at 29.149 million, an increase of 79,000 and 0.3% over the fourth quarter of 2016, and an increase of 710 thousand individuals, an increase of 2.5% over the same quarter of the previous year.

The government’s plan, extended until 2030, aims to reduce unemployment by 1.5% per year, by creating appropriate conditions for the establishment of several training and rehabilitation centres that meet the needs of the labour market in Egypt and abroad.

The government also issued directives to allocate 10% of the available land for investment to establish youth projects, and oblige state agencies to purchase at least 10% of the products of small and micro enterprises.
