Egypt has approved new unified regulations to simplify and centralize all foreign filming activities, marking a significant overhaul of the country’s production framework. Under a draft Prime Ministerial Decree, the Egypt Film Commission, operating under the Egyptian Media Production City, becomes the sole authority responsible for issuing permits, coordinating approvals and managing all foreign productions nationwide.
A key element of the reform is the launch of a single digital window through which all filming applications will be submitted and processed. Government entities interacting with the Commission will be electronically linked to the platform, ensuring integrated service delivery that meets technical, security and cybersecurity standards.
The Commission will also promote Egypt as an international filming destination, oversee on-ground operations, resolve logistical challenges and support the entry and exit of production equipment in coordination with the Customs Authority. It will publish a digital catalogue of approved filming locations, provide regulatory guidance, and recommend Egyptian production companies and technical talent for foreign projects.
The reforms require all state institutions to coordinate directly with the Egypt Film Commission, establishing a unified national system aimed at attracting more global productions and strengthening Egypt’s position in the international film industry.
